Financial Requirements
Canadian border commuter students are not eligible for financial aid, college-sponsored scholarships or employment while studying in the U. S. International students must demonstrate that they have sufficient financial resources to fund their first year of study at Empire State College before they are issued an I-20.
Students pursuing undergraduate or graduate degrees must demonstrate that they have sufficient funds to pay for each term. These figures include tuition and fees, books and supplies and transportation costs.
Canadian border commuter students are always considered nonresidents for tuition purposes.
Academic Year Financial Information
The International Student Financial Statement – The State University of New York (PDF) is required prior to any review of your application. U.S. Government regulations require that any prospective student must possess the minimum financial resources in order to be admitted to a U.S. college or university. Read the instructions carefully of this required two-page form.
Part II of the International Student Financial Statement asks for the U.S. dollar amounts for your first year of study. Each source of funds indicated must be verified by documentation and signatures as indicated in the required verification column.
Minimum Estimated Expenses for One Term of Part-time Study (F-3)
Costs represent an estimate of one 15-week term that would apply to a border commuter student. All dollar amounts are in U.S. dollars.
The State University of New York requires that any student who has entered the United States for study or research have health insurance. Please review the insurance requirements with the ISSC. If a student has their own insurance policy it should be equal to the SUNY insurance plan and it must include a repatriation benefit.
Cost estimates are considered the minimum amounts necessary and are subject to change. Empire State College cannot take responsibility for any changes in the indicated figures.

The estimated total for tuition and fees, books and supplies, and the SUNY mandatory health insurance with repatriation benefit is $4,000.00 for six to eight credits of part-time undergraduate study or for five credits of part-time graduate study.
