Student Problem Resolution Non-New York Residents

Students are encouraged to follow the college's student problem resolution process prior to filing a complaint with a state agency.

As a member of the National Council for State Authorization Reciprocity Agreements (NC-SARA), Empire State College is authorized to offer its online degree programs to residents of all other NC-SARA participating states. For any non-participating states, Empire State College is working with their respective departments of higher education to ensure compliance with their requirements relating to our provision of online degree and coursework to their residents. For a list of NC-SARA participating states, please refer to nc-sara.org.

The United States Department of Education requires each institution of higher education to provide all prospective and current out-of-state students with the contact information of the state agency or agencies that handle complaints against postsecondary education institutions offering distance learning within that state.

Information listed for each state is subject to change and will be updated on a routine basis.

According to the Department of Education, the state of California at this time does not participate in the nationwide State Authorization Reciprocity Agreement (SARA).  Further, the state of California does not have a process for managing complaints of California residents attending out-of-state public or non-profit institutions at a distance via online programs.  Until such time that these items are resolved, students are encouraged to work with their institution regarding any complaints, or contact the California Attorney General's Office.
